Knowledge and Practice of Healthy Diet in Taiwan

In recent years, Taiwanese government has gradually regarded nutritional science as the only standard of dietary regulations and guidelines.Contrary to the governmental regulations and guidelines, several discourses regarding healthy diet have emerged in the civil society of Taiwan since the 1970s.

These discourses are situated in the unique multicultural medical system of Taiwan. In other words, although nutritional science and biomedicine, which are main standards of governmental regulations, are two of the knowledge consulted and absorbed by these discourses, other knowledge systems including at least Chinese medicine and natural therapies from West are not negligible in these discourses. Furthermore, surrounding these discourses grow promoters, active users, organizations, texts in print, recipes, and plentiful cooking tools.Briefly speaking, a kind of knowledge and practice complex regarding healthy diet is built in these thirty years in Taiwanese civil society otherwise the profession and organization of nutritional science.

In this article, referring to actor network theory's perspective, I will depict the “network of knowledge and practice” based on my field work of five organizations promoting healthy diet in different regions of Taiwan. I joined several cooking classes of these five groups and participated as volunteers in three of them.

Through my study, I classify several different elements forming the network. They are diseases, body parts, “nutrients” , functions of food materials, cooking tools, food materials, skills to deal with food, information about resources of food material, and the different household conditions. The elements are loosely connected in different ways in every participants’ minds according to classes they joined and their practice in daily lives. What’s more, the "connections" which put different elements together and make the network possible come from several kinds of “trust” depending on the characteristics of organizations. The foundations of “trust” include professional background, self-evident, religion, kindness interaction and knowledgeable teaching.

Based on my understanding of the "network of knowledge and practice" about healthy diet, an analysis of epistemology by comparing "possibility" and "probability" would be brought up. And by referring to my field study and existing literature, I will reconsider the limitations of governmental regulations based on nutritional science in Taiwan as the conclusion.

不鏽鋼水壺

Our Klean Kanteens are manufactured in China. Please allow me to give you some further information about our Kanteens and our overseas factory.

Our Klean Kanteens are made of #304 stainless steel, the most common grade of stainless that exists. It has an 18:8 ratio, which is 18% Chromium to 8% nickel. The #304 stainless is the material of choice for the food processing, dairy and brewing industries. The Klean Kanteen has no inner lining to worry about, it is made of a single layer of stainless steel.

As stated on our website, we do periodic lab tests on our Kanteens through a 3rd party domestic lab to ensure that there are no hazardous substances involved with the Klean Kanteen. We have them tested in New Jersey by EMSL by their Materials Science Division. They test the Elemental Composition of Metal. All of the tests have come back with great results. We test for any trace amounts of lead, and the leaching of chromium, nickel, and manganese, etc. We have never found any unwanted or dangerous elements in the kanteen composition. All test results to date are consistent with expected metal components of 18/8 stainless steel.

While these results provide significant confidence for us in the safety and performance of Klean Kanteens, we continue to push our bottles through new tests to confirm and maintain our high quality standards.

Klean Kanteens are made from 100% virgin 18/8 stainless steel supplied by a reputable Taiwanese company.

In addition to independent periodic testing, each container imported into the United States is tested and certified by the USFDA and CPSC to be free of lead. We have decided to certify all of our products with Bureau Veritas (CPSC laboratories) to be in compliance with CPSIA regulations. In order to be in compliance with CPSIA regulations, every single shipment that is imported is certified by the CPSC to ensure that they are free of heavy metals including lead. CPSIA is a regulation that was recently passed banning heavy metals and phthalates from products intended for children. Because Klean Kanteen can be used by people of all ages, we have decided that all of our products need to be in compliance even though they are specifically intended for children. I am happy to know that we did not have to change any aspects of production in order to maintain compliance. Our kanteens have always been free of lead and phthalates. We have just begun to include batch #’s on the bottom of our kanteens so our customers will also clearly see the extent that we are going through to ensure safety. Every shipment that has left our factory starting from June will have this indication. Because your kanteen may be, or will be, from previous inventory, it does not mean that it was not put through the same standards.

China has the longest history of metal working in the world. One thing that was just brought to my attention by the CPSC (consumer protection agency under the FDA) is that stainless steel is going to be one of the few products that will no longer require lead and phthalate testing under the CPSIA regulations. Why? Well, according to them, in the making of stainless steel, the temperatures required to produce the stainless steel are so high, that it would be impossible for lead to remain in its composition even if the iron that was used contained lead originally. We receive many questions about lead, so Klean Kanteen is going to continue to test for it, just to have the results and be able to easilly verify that it is not present, just for peace of mind for our customers as many are not familiar with metallurgy and may not realize many of stainless steels’ chemical properties and contents.

Please see the below information about our testing and manufacturing process.

Yours is not the first letter expressing concern about manufacturing of Klean Kanteen products in China. Let me assure you that Klean Kanteen would gladly avoid the monetary and environmental costs of product transport from an overseas manufacturer if a domestic manufacturing option was available. Based on repeated inquiries with U.S.-based manufacturers, we found that our high-quality, stainless steel reusable bottles simply cannot be made in the U.S. for a price that would allow us to market an affordable consumer product. On that jobs note, Klean Kanteen does support local employment; we currently employ ~40 Butte County residents who enjoy full medical and dental coverage, better-than-average wages, paid vacation time, 401K retirement plans, and positive work environment. That's not small potatoes in this tough economic time.

We have done research regarding having our products made in the US, and discovered two major problems:

Cost. Your price as our customer would be over 3 times what it is currently for a Klean Kanteen. We would likely not be in business at these prices. I know some would be willing to pay more, but that is not realistic for most customers. Already at current prices many of our customers complain about the expense.

American stainless steel manufacturers were not interested in making a product like the Klean Kanteen, and this was somewhat disappointing for us as well.

We were however able to find a quality Taiwanese factory in China, that our employees visit 4-5 times a year for meetings and quality control purposes. We do not own our factory in China, but we have a very good working relationship with them. In fact, we have two members of our management team in China as we speak.

A small team of Klean Kanteen inspectors and oversight staff are in the production facility daily to work with factory staff and ensure quality and standards are consistently upheld. Near daily communication between Klean Kanteen staff here in Butte County and staff in Guangdong Province, China, keeps the operation transparent and fluid with respect to decision-making.

The factory’s labor policy was of interest to us initially and we have found that they treat their employees very well. The working conditions and wages are much better than perhaps you are imagining. In addition to frequent visits, we also conduct 6 month reviews on the factory, focusing on the below questions and more. Some of the questions that we asked were regarding forced labor, child labor, overtime pay, working conditions, etc. The questionnaires have all come back with very positive responses.

We implement the Outdoor Industry Association Fair Labor Toolkit as a guideline to ethically operate our supply chain. Installing the OIA Fair Labor Tool Kit ensures that sustainable economic development and social progress can be realized while basic living standards are preserved and improved. We have a shared responsibility for the social and ethical conditions involved in sourcing these products. We go above and beyond the International Fair Labor Code of Conduct paying closer attention to social and environmental responsibility. I have attached the OIA Fair Labor Tool Kit so you can have a look at the guidelines that our factory operates under.

In addition to the social audits, Klean Kanteen works to maintain standards for fair labor, ethical business, product quality and safety, and environmental protection through a Code of Conduct (COC). Stated simply, suppliers and manufacturers with whom we conduct business to produce Klean Kanteen products must agree to achieve or maintain standards established in our COC.

We have also been audited by LL Bean, William Sonoma, Pottery Barn, NSF and the International Organization for Standardization (ISO). When large corporations approach us to have our kanteens produced for them, they typically conduct a full audit in our factory. They all have concluded that we were a “low-risk” factory. LL Bean audits all the products that they offer and rarely do they find manufacturers that fall into that category. We have ISO accreditation #9000 for Quality Management Systems and #14001 for Quality Environmental Management.

Please recognize that not all factories in China are like the ones in the news these days. Our factory has known that the Klean Kanteen is required to be a safe alternative to other unsafe products on the market today, and we hold them to these high standards. We would not market something if we did not believe in it ourselves. We believe that the Klean Kanteen is and will continue to be one of the safest and best alternative beverage containers on the market, and we strive to uphold these standards for the comfort of our customers.

In a recent report provided by the New York Times titled “How Green is my Bottle”, they calculated that freight/shipping of stainless steel bottles from Asia to the United States, adds only between 1 and 5 percent of the total environmental burden. Klean Kanteen purchases REC’s or Renewable Energy Credits to offset the environmental impact of the electricity and fuels that are used to import our kanteens.

The only other metal option I know of is aluminum. Sigg manufactures their aluminum in Switzerland. They has recently released a stainless steel line as well. It is also manufactured in China for lack of another option. Their new stainless steel line will not be called “Sigg” as not to confuse their customers about the origin of manufacturing.

Aluminum by itself is not a "food grade material" and therefore requires an inner lining to buffer against direct contact with the metal. The materials used to create this liner varies from company to company and should be thoroughly investigated before use. In the past, companies have used a wide variety of products in their liners, including epoxy resin, plastics and other petroleum based materials. Some of these “coatings” contain and release the hormone-disrupting toxin BPA that is found in polycarbonate #7 plastic bottles and most aluminum cans.

Aluminum bottles are usually made of thinner, less expensive and less durable metal, so in general you will find that aluminum bottles will sell for less than Stainless Steel. There are thinner, less expensive, "non food grade" stainless steel bottles on the market now as well, we encourage you to investigate the company, the source and grade of the metal and the warranty on these less expensive bottles.

We appreciate your passion for the planet and for the search for the best manufacturing options.

It would be great to have them made in the US, Canada, or even Mexico to create the extra jobs and eliminate the challenges of “Made in China.” We have not been able to find a facility domestically that makes smaller stainless items like our kanteens at affordable prices. There are currently no stainless steel bottle manufacturers in the US.

As a small start-up company in 2003, it pretty much came down to:

make them in the US and try to launch a company selling $40-$50 water bottles making it impossible for many to afford, or have them made in China, promote cleaner drinking on a more accessible level, and do the best we can as the company grows.

As you know, we have chosen option 2 and although it is not ideal in all regards, we do believe that we are contributing to better, more healthy planet. We are aware of the arguments to the contrary, and we are doing what we can to continue our sustainability efforts.

We are a small family owned and operated business with consumer safety at the center of our priorities. For the last 5 years we have been testing our kanteens to be certain that we are providing the kleanest alternative to plastic bottles. We would certainly not be promoting a product that we feel is dangerous. Our families use kanteens and we will continue to test above and beyond, providing piece of mind for ourselves and our customers.

Some stainless steel is magnetic while others are not. There are a few main categories of stainless steel that exist: Austenitic, Ferritic, and Martensitic. The most common type is Austenitic, which makes up nearly 70% of all stainless steel production, and this type contains the 300 series stainless that we use.

Our Klean Kanteens are made of #304 stainless steel, the most common grade of stainless that exists. It has an 18:8 ratio, which is 18% Chromium to 8% nickel. The #304 stainless is the material of choice for the food processing, dairy and brewing industries. The Klean Kanteen has no inner lining to worry about, it is made of a single layer of stainless steel. All grades of stainless steel in the 300 series contain chromium and nickel, the difference is the ratio. Typically it is the chromium and nickel content that make stainless steel non reactive to magnets.

Some of our bottles are magnetic while others are not. This all depends on the work that is done to the steel itself during manufacturing. We use a process called cold forming in the capping of the bottom of our bottles, the bending of the steel to form the bottle neck, and in the forming of the stainless caps. During this cold forming process, some of our bottles do become magnetic in these areas (bottom, neck and vertical seam) but can be magnetic overall.

All austenitic grades typically have very low magnetic traceability and hence show almost no response to a magnet when in the hardened/cooled condition; the situation is, however, far less clear when these steels have been cold worked by wire drawing, rolling or even centreless grinding, shot blasting or heavy polishing. After substantial cold working Grade #304 may exhibit quite strong response to a magnet. This does not changed the elemental make-up stainless steel, it is just a result of stress and pressure exerted on the stainless steel.

The magnetism does not change the chemical composition of the stainless steel.

早上收到 Klean Kanteen 的電子報,他們出了誘人的新產品。

Tumbler 指的好像是底部越來越瘦的杯子,
總之,這個產品就是一個真正的保溫「杯」。

其實 Klean Kanteen 之前就有不鏽鋼杯,
他們希望以此取代一般紙杯,
但是以前的不鏽鋼杯沒有隔熱,
所以就像我的基本款 Klean Kanteen 水壺一樣,
不能裝熱水,否則就會變成燙人武器。

但是這種隔熱的保溫不鏽鋼「杯」就沒有這個問題了,
關鍵是這個杯子的容量很大,
是 16 oz,大約就是 473 ml,已經足以裝下很多咖啡店的飲料。

其他的基本資料包括:
重量:262 克
尺寸:高 16.1 公分,寬 9 公分
美國售價:23.95元,大約台幣 710 元

台灣的代理商好像還沒有進口這個產品,
如果進口了,我猜一個杯子可能也要 950 元左右,
(美國售價大概是台灣的七五折)
實在也不是很便宜…

我比較好奇的其實是「蓋子」。
從網頁上看起來,這個杯子好像真的就和一般杯子一樣,不會有蓋子,
而且 Klean Kanteen 販售的附件裡好像也沒有這種杯子適用的背蓋,
但是要保溫的杯子卻沒有蓋子,這樣不太對勁吧?

前陣子到戶外用品店找尋適合的睡袋,
順道看見許多牌子的不鏽鋼水壺,
其中最常見的就是我最想要的 Klean Kanteen

我對不鏽鋼水壺的興趣是在我決定放棄使用 Nelgene 之後。
我原先都使用 Nelgene 的水壺,
包括原先的 PC 材質和後來標榜不含 bpa 的 Tritan 材質。
也推薦好幾個親戚朋友使用。
後來我認真看了他們網站對 Tritan 的介紹,
有兩個原因讓我決定不再使用他們的水壺:

第一個原因是,他們其實不覺得 bpa 有疑慮,

他們改用 Tritan 的原因主要是反應消費者的需求,
這也可以理解,他們是做 PC 材質起家的,要放棄 PC 似乎沒有那麼容易。
但是作為一個消費者,我認為這樣的態度讓我產生疑慮,
如果這個廠商的態度是,
「在還沒確定產品有危害之前,我們都相信產品是沒有害的」,
那麼如果下次發生類似事情,
我很難信任他們會為了消費者而提早做出處置。

另一個原因也和此有關。
相較於 PC,Tritan 是另一種新的材質,
我其實無法確定,這種材質究竟對人體有什麼影響,
Tritan 是 "bpa free",也就是不會釋放出 bpa 這種物質,
但是,所謂的「環境荷爾蒙」不是只有 bpa 這一種,
我也可以想像,科學家之後還可能發現其他有害物質,
尤其是對 Tritan 這種較新的化學原料而言,
很多屬性應當都還沒有被完全瞭解。
在這種情況下,廠商成為重要的把關者,
如果廠商的態度是如上一段所言那樣,
那麼我就無法信任他們,
也因此,我就決定放棄 Nelgene。

之後,我曾考慮過鋁製水壺,
後來才發現鋁製水壺的內部一定需要塗層,
所以輾轉才決定找尋不鏽鋼水壺。

也因此,我才發現 Klean Kanteen。

我喜歡 Klean Kanteen 的原因不僅僅是他們使用不鏽鋼水壺,
主要原因是,他們網站上對於產品有很詳細的說明
解答我一開始許多疑問。
另外,我也在網路上看過兩封他們回覆給消費者的信件,
一封是有關水壺產生磁力的問題,
另一封是問及他們為什麼不在美國當地製造、要選擇要中國製造。

這是我看過最有誠意的回信,
信件內容很長而且很仔細,
其中一封信應該可以在 Amazon 的評價區 中找到,
另一封我已經忘了是在哪裡看到的了。
總之,因為他們回信時的說明方式和態度,
讓我覺得這是一個相對可以信任的廠商。

好吧,我又犯了一樣的毛病,花費太多力氣在前言。

我想談的其實是一個台灣的不鏽鋼水壺廠商。
這個廠商和 Klean Kanteen 的關係是,
他們似乎跟著 Klean Kanteen 的腳步做了一些產品,
我指的主要是水壺蓋子的演進。

整體而言,我注意到的這個台灣廠商的產品演化大概是這樣,
他們先出了 600 ml 的保溫杯,
就是類似於第一組連結的那個,但可能有些差異,
後來,他們又出了同樣款式但是容量變成 700 ml 的保溫杯,
最後,他們出了第三組連結中的那個竹面水壺蓋的保溫杯,
同時,在差不多的時間吧,
他們把保溫杯切割成「冷熱兩用保冰杯」和「長效真空運動水瓶」兩個系列,
就如同現在他們網站的顯示方式。


和 Klean Kanteen 主要做沒有保溫的單層水壺不同,
這個台灣廠商的市場策略很好,
他們只做不鏽鋼的保溫瓶,
而且價位比台灣市面上的日本品牌保溫瓶便宜了一截。

更厲害的是,相較於歐美一般保溫水壺 20 oz (約 600 ml) 的規格,
他們做了 700 ml 的保溫杯,
這就真的是完全為了台灣而設計的,
因為台灣的現泡茶飲店都是以 700 ml 為基準,
而且目前為止我在市面上也只看過這一個牌子有 700 ml 保溫杯。

如果比較 600 ml 和 700 ml 水壺規格,
會發現 700ml 的水壺,雖然只多 100 ml,
但是重量「多重了許多」,
這可能也是 700 ml 水壺原先的弱勢,
不過放在台灣的特殊環境中,700 ml 的水壺反而好用太多。

言歸正傳,總之,看到上面三個比較,
可以發現這個台灣廠商的水壺蓋子,
和 Klean Kanteen 的極為相似。

基本上,Klean Kanteen 水壺蓋的一般規格,是全 PP 材質的,
也就是上面第一個連結中的水壺蓋。

在 Klean Kanteen 的水壺蓋規格中,
如果要增加不鏽鋼含量、減少塑膠含量,
那就要另外買更貴的水壺蓋,
因此,例如第二個連結中,水壺蓋和水接觸的部份變成不鏽鋼的,
就是比較高等級的水壺蓋,需要另外加錢購買。

Klean Kanteen 還有更高級的蓋子,
全不鏽鋼的,這看來很酷,但是也更貴,
除了全不鏽鋼等級的蓋子,
Klean Kanteen 前一兩年出了一個更特別的水壺蓋,
是使用竹子當成水壺面,
他們取了一個標語:Non Toxic Revolution 'Plastic Sucks!'
也有一個研發過程的詳細想法說明
當然,這種水壺蓋已經有了時尚風格,
又更貴上許多。

不過,如果回頭來看台灣廠商的水壺規格,
就會發現,原先在 Klean Kanteen 而言的特殊規格,
統統都變成台灣廠商水壺中的「標準配備」。

所以,去年我考慮要買不鏽鋼保溫杯時,
我就是因為台灣廠商這個 700 ml 和不鏽鋼蓋體的規格,
最後決定買了台灣廠商的保溫杯。

也是在大約一個月前,我到戶外用品店時,
意外發現了這家廠商的最新產品,「竹製水壺蓋面」的保溫杯。

我一方面感到驚喜、但同時當然也帶著一些質疑。
心底其實是不知道該不該高興:
美國人的「特殊配備」變成我們的「基本配備」。

這種「特殊配備」和「基本配備」的差異,
從台灣廠商的文宣中也可以看見,
相較於 Klean Kanteen 用了一個專門的頁面來介紹竹製水壺蓋,
台灣廠商的介紹中,對於竹製素材其實沒有特別多著墨,
所以,如果只單獨看見這個產品的消費者,
大概就不會像我那樣驚喜,
搞不好還會覺得,這是有點醜、設計失敗的新造型。

我其實還不知道要怎麼評價這個台灣廠商和 Klean Kanteen 之間的相似。

除此之外,我目前是很開心地使用著不鏽鋼水壺。

花蓮行(上)




















年末之際,踏上安排許久的花蓮之旅,
四天三夜的旅程,有很多有趣的經驗。

屈從於好不容易才在網路上搶到的火車票,
所以我們是星期六中午啟程,星期二中午返還。
因為前一夜沒睡好,而且出發時間估算錯誤,
所以我們狂奔著到汐科火車站趕區間車,
我背著塞滿東西的小包包,拎著行李袋,
邊跑邊有一種許久未見的熟悉感,
我似乎常常在旅行出發時追趕交通工具!?
也因為太過疲累,從松山到花蓮的火車上,
我們幾乎一路都在睡覺,這似乎也為這趟旅程定下了基調……

抵達花蓮,感到一股新鮮和喜悅,
我們先到車站旁的遊客服務中心遛躂一番,
裡面的服務人員態度都很好,
詳細指點我們,怎麼搭公車到我們預定的哈囉背包客棧

沒錯,我們在花蓮搭公車。
如果不是和 Ling 一起,我大概也沒考慮過這個選項。
但總之,我們就跑到火車站另一邊的花蓮客運總站,
按著遊客中心服務人員的指示,買了從花蓮往崇德的車票。

不得不說,花蓮的公車不是很易懂,
沒有時刻表可以索取,牆上的時刻表也只有站名,沒有地圖,
如果不是在地人,大概沒辦法知道要搭哪一班車。
不過話說回來,也不是只有花蓮是這樣,
我在屏東搭公車時好像也沒有地圖可以查詢。

等車時遇到一對旅客,日本女子和白人男子,
我們幫他們詢問了前往市中心的公車班次,
剛好也和我們同一班公車,
不過如果他們之後還要搭公車,
大概也沒有辦法輕易找到資訊了。
後來我也慢慢了解到,「計程車」可能才是外地人來旅遊時,
除了租車之外的最好選擇。

我們在花蓮縣政府附近下了公車,
這是離我們住宿地點最近的公車站牌了,
不過還是亂逛、步行快二十分鐘,才突然就抵達哈囉背包客棧。
接待我們的是一位可愛的年輕女性,
後來知道,她是來住過幾次的客人,
這個假期就情商老闆 Peter 先生讓她來短暫換宿。

哈囉背包客棧的佈置非常有風格,Peter 說他有在玩「老北歐」,
客廳裡的裝飾都是正品,有些是從朋友倉庫裡買來。
我其實不太了解這些,不過在我們的房間和樓梯的廊道間,
我們倒是對於各種燈飾和光影的巧妙應用而驚呼連連。

等我們安頓完畢準備出門走走,也已經晚上七點了。
原先想要借客棧的淑女車到附近逛逛,
不過 Ling 的騎車技術實在無法令我安心,於是我們就決定步行,
先在附近小餐館吃了刀削麵,然後一路走到花蓮港。

我們住的客棧其實離熱鬧的區域很遠,
所以一路上沒什麼人車和店家,
真的算是寧靜悠閒沒什麼目標的閒逛。
走了也不知道多久,就來到花蓮港,
從這裡可以隔著碼頭眺望太平洋,
不過因為天色很晚,其實沒有什麼美麗景色,
只看見碼頭旁隨著波浪浮沈的幾艘船,
固定的繩索還不時嘎嘎作響,有一絲絲毛骨悚然。

晚上回到客棧已晚,再加上 Ling 不太舒服於是沒睡好,
原本跟 Peter 說好的八點早餐,只有我跑下去吃。

Peter 的早餐是跟他的朋友叫的,
第一天和第二天吃了三明治,第三天則是巨大的蔬菜蛋餅,
再加上自己準備的水果和飲料,
第一天是紅茶,第二天是紅豆湯,第三天是花茶。
我都吃得很開心。

吃早餐時,遇見一對從中國廣州來的年輕旅客,也和他們聊了一陣,
他們來台灣自由行,準備環島一週,已經去過台北近郊、高雄和墾丁,
當天中午要前往台北,應該會在台北跨年。
我也和 Peter 還有換宿的小姐聊了一下,(原諒我忘了她的名字)
大家看來都很願意聊天,一不小心就聊開了。

Ling 一直到中午才恢復體力,
於是我們決定更改行程,先到市區晃晃。
跟 Peter 要了計程車公司的電話,然後叫計程車前往市區。

這家大豐計程車行很有趣,我以前沒遇過這樣的經營方式。
他們的車子雖然也跳錶,也是公定起跳價一百元,
但是如果是電話叫車,不管載到市區哪裡,似乎就都是一百元,
有時候已經跳錶到一百五十元,最後還是一百元。
所以最後算一算交通費,和我們租摩托車大概不會相差太大,
而且在天氣狀況那麼不穩定時,可能還更方便些。

這家計程車行還有另一個有趣的地方,
打電話叫車時,雖然有一個總機接電話,
但是所有計程車司機都可以聽到電話聲音,也可以參與對話。
另外,叫車時總機只會問上車地點,
不會留電話,也不會告訴顧客計程車車牌號碼。
接著,每台計程車就會根據他們的位置,決定要不要接著客人,
如果要接,就會直接用對講機「喊聲」,
如果案件很多,總機就會重複喊一些還沒有人處理的叫車案件,
看看哪輛計程車想處理。
所以,開車的大哥常常會在車上還有客人時,
就會根據下車位置「喊聲」下一個客人。

更有趣的是,如果客人等車等了一陣子,
發現車子一直還沒有來,再打電話進去詢問,
這時候除了總機接聽之外,已經「喊聲」要去接這個客人的計程車,
也會拿起對講機直接跟客人講話,
甚至請他們調整一下上車地點之類的。
當然,如果某些計程車到了現場卻找不到客人,
我們這些坐在車上的乘客,
就可能直接透過對講機聽到那台車的大哥開始罵一些難聽的話……

總之,我自己坐在車上聽著對講機,
會覺得他們很像在玩一種合作打怪的遊戲,
四散在花蓮市的計程車們,
要努力一起把每個叫車的客人都處理掉,哈~

回歸正題,我們大概中午十二點多抵達花蓮市區,
一直到晚上九點多,都在市區認真地走著、逛著,
拍了許多有趣的照片,不是美麗風景,
而是各種可能讓人思考、具有啟發、或顯露特定社會意涵的事物。

我們先到花蓮文創園區走走看看,這是今年新開幕的景點,
在裡面發現兩個讓我心動的牌子,品家設計講和 GRANGE,
其中,GRANGE 是一個台灣的精油品牌,
他們自己種香草、自己萃取精油,以後有機會一定要再多認識和瞭解。

另外,展場外頭的走廊有些手作市集,
Ling 在支持流浪貓 TNR 的攤位買了明信片,
我看著另一個攤位旁的非洲鼓,
則默默下定決心,有一天也要學習。

出了文創園區,因為太冷,先隨意找了小店吃碗甜點,
不怎麼好吃的熱豆花和燒仙草,
接著來到法采時光,這家咖啡館大概是我們在花蓮最愛的「所在」。
我們會認識並拜訪這家咖啡館也是偶然,
可能是在 GRANGE 和店員閒聊太久,我們要離開時,
有個店員就主動推薦我們這個咖啡館,
我想大概可以算是她的私房景點吧!

關於「酒駕」的一點想法


一直提高罰則沒有用。

提高罰則背後的思維是,
提高喝酒開車的「成本」和「代價」,
讓喝酒的人在權衡輕重的情況下,放棄開車,選擇另一種交通方式。

但是為什麼要把「罰則」一直抬高呢,
這是因為,不是每個喝酒開車的人都會有這個「成本」,
他們必須要被警察抓到才有這個成本,
所以對他們而言,這是一種「風險」,是一個機率值,換言之,
「酒駕罰則」X「被警察臨檢的機率」+ 「酒駕出事的賠償」X「酒駕出事的機率」
這兩個的加總才是他們最終評估的成本,然後這個成本會被他們用來和
坐計程車回家,隔天再來開車」或者「坐車出門和回家」來做比較。

所以政府努力想提高罰則、增加臨檢的頻率。

但這個假設根本是錯誤的。

這個假設的前提是,那個行動者是可以進行「理性判斷的」。

所以,假設一個人他今天預期自己會喝酒,
那他有可能在出門前就「理性判斷」,於是選擇不開車出門,
我好幾次都遇到朋友們這麼選擇和決定。

但假設是一個已經喝了酒的行動者,
那麼,究竟,我們要怎麼期待他們「理性判斷」。

所以提高罰則對這些人根本沒用。

需要的是一個整體的策略,
需要的是從這個人「喝酒」到「開車上路」之間的路徑管控。
每一個環節的其他行動者都是關鍵的。
如果我們認為,酒駕有很大的「外部性成本」,
那我們就不能一直把「管理」專注在這個「無法理性」的行動者身上。

賣酒的人、一起喝酒的人、停車場的管理員、餐廳外面的計程車、他開的車,
甚至當這個喝酒的人上路之後在同一條路上駕駛的其他車輛等,
我們該賦予環節中每個行動者一些權力和責任去阻止這個喝酒的人繼續開車。

有很多可以嘗試的作法,
例如:
#停車場的出入口彎彎曲曲,寧可讓他在停車場裡出車禍
#停車場管理員有權力直接不讓他出去
#付錢的時候或出停車場時需要來段測驗
#規定賣酒的餐廳直接叫計程車
#一起喝酒的人的義務
#車子要開之前都要呼口氣直接酒測然後才能啟動
#…

這些作法看來荒謬,但總之我想強調的是,
關鍵是要阻斷從「喝完酒」到「開車上路」的路徑,
而不是一直期待這個喝完酒的人「理性判斷」。

最近看到有關 AED 的幾篇新聞:



和之前的訊息比起來,主要是提到「新光保全」也加入 AED 市場。

新光保全也有他們自己的 AED 地圖:



可以看見,相較於中興保全的 AED World,
新光保全還沒有專門的 AED 網頁,
對於急救的介紹也很簡陋,在他們的網頁上獲得不了什麼知識。

在我繼續搜尋之下,其實又找到了另一個新光電通的 AED 網頁,
最神秘的是,新光保全網頁沒有提供連結到這個網頁,
即使在新光電通自己的網站中,也找不到通往這個網頁的連結,
我是使用 google 圖片搜尋才找到這個網頁:


在這個網頁下,可以更清楚看見新光的 AED 的樣貌和細部說明,
值得注意的是,他們是和日本母公司合作,所以和中興保全的 AED 不同廠牌。

可惜的是,這個網頁沒有提供 AED 擺放地圖,
所以還是得回到新光保全的網頁才能看見地圖。

長期而言,可能還是需要有個單位出來整合所有廠商的 AED 地圖,
然後作成手機的 APP。

但對我以及和我一樣使用台北捷運系統的民眾而言,
先認識新光保全的這個橘色的 AED 是有必要的,
因為他們拿到台北捷運的標案,
現在在台北捷運內應該也能看到他們的身影了。

1. 台灣 AED World
http://www.aedworld.com.tw這是中興保全底下的立偉電子建立的網站,
他們應該也建置了台灣目前 90 % 左右的 AED。

這個網站整合了很多 AED 相關資訊,很豐富也值得參考。
其中,有一個台灣 AED 地圖,雖然我使用時一直出現問題,
不過理想狀況下應該可以看見台灣目前擁有 AED 的地點,
所以如果隨身存在手機裡,緊急時可能就可以查詢此地是否有 AED,
不過相較於此,如果有人做個「緊急救護操作流程」的 APP,
再把地圖資訊納入其中,或許就更完美了。

其實如果搜尋一下新聞就會發現,
中興保全從好幾年前就開始推動和投入 AED 相關領域,
所以今年大概算是終於開花準備結果的一年吧。

另外,看了這個網站我也才瞭解為什麼清大有那麼多 AED,
因為立偉電子的董事長也是清大教授。

這個影片只有四分多鐘,
算是清楚呈現整個急救流程,
尤其是有了 AED 之後,
CPR 和 AED 之間的順序應該為何,
簡單說,確認沒有意識和呼吸後,就開始做 CPR,
同時趕緊去拿 AED,如果有了 AED ,就馬上使用 AED,
用 AED 電擊完再繼續做 CPR。

我最關心的其實別的問題,
我很好奇我這個沒人看的部落格為什麼會被找到?

另外,我更關心的是,
我一開始找尋 AED 相關資料時,
為什麼沒有找到這個 AED World?

看來可能是我的關鍵字判斷有些問題,需要再檢討…

這個機器叫做「自動體外心臟去顫器」,
英文名字是 Automated External Defibrillator,簡稱 AED。

我第一次看見這種機器是在清大水木一樓,
紅紅的非常顯眼,當時還以為是清大基於某些理由安裝的設備,
後來在台北很多地方開始看見,
尤其在捷運站裡,也都慢慢可以能夠發現它的蹤跡。

今天收到消基會的電子報,才知道這是消基會推動的成果。

基本上,這個機器是依據今年通過的《緊急醫療救護法》所設置,
那個法律的規定主要是這樣:

第 14-1 條
中央衛生主管機關公告之公共場所,應置有自動體外心臟電擊去顫器或其
他必要之緊急救護設備。
場所管理權人或法人負責人於購置設備後,應送衛生主管機關備查後,登
錄於救災救護指揮中心。
前二項必要之緊急救護設備之項目、設置方式、管理、使用訓練及其他有
關事項之辦法,由中央衛生主管機關定之。
第一項公共場所購置自動體外心臟電擊去顫器或其他必要之緊急救護設備
,必要時得獎勵或補助。
第 14-2 條
救護人員以外之人,為免除他人生命之急迫危險,使用緊急救護設備或施
予急救措施者,適用民法、刑法緊急避難免責之規定。
救護人員於非值勤期間,前項規定亦適用之。

也就是說,以後的公共場所都需要有「自動體外心臟電擊去顫器」,
以及「其他必要之緊急救護設備」,
但因為只有 AED 直接寫進法律,其實等於是規定要設置 AED。

和這個條文相關的另一個重要規定,也在媒體中引起討論。
例如這個報導:

簡單說,為了鼓勵大家勇於使用 AED,
所以特別規定,使用 AED 救人可以免除法律責任,
至於是哪些民法和刑法上的規定呢?
WIKI 上有不錯的說明:中華民國刑法上的緊急避難

大體上有兩個重點,
第一個,不是完全免責。
第二個重點,因為刑法第二十四條第二項的規定是:
「前項關於避免自己危難之規定,於公務上或業務上有特別義務者,不適用
之。」所以假設你是醫生或相關救護人員,那可能就完全不能免責。
不過因為《緊急醫療救護法》是說,
「救護人員於非值勤期間,前項規定亦適用之。」
所以看起來應該也是可以免責才是,
總之,我也搞不懂。

在知道這些機器出現的大概緣由之後
原先我一直覺得,這大概又是一種浪費錢的設備,
因為只有硬體,沒有任何教學活動的具體規定,
根本很少有人可以在緊急的一分鐘之內熟練操作。

不過我又仔細看了一下 AED 的操作介紹,
發現這和我想像的「電擊器」很不相同,
如果我再多經過一些實際的熟悉,或許就可能會有勇氣操作。

原因在於,這真的是一種很簡單的工具。

簡單說,這台 AED 有兩個功能,
一個是判別心電圖,確認這個人現在的狀態適不適用電擊,
接著,如果適用,它就會自己充電,然後電擊。

因此,做為一個協助的人,
要做的事只有兩個,
第一個是,確認這個倒下來的人是不是已經沒有意識和脈搏。
第二個是,按照說明接上電極片。
接下來就交給機器了。

<確定(懷疑)病人無意識、無呼吸、無心跳,則開始使用AED>
步驟1:打開電源
步驟2:將貼片貼在病人身上
步驟3:AED自動分析心律,不要碰觸病人
步驟4:依據機器指示,如需電擊,待機器充完電後按下電擊鈕

消基會的建議是,一到某個公共場所,
就先找尋 AED ,然後在那裡打卡。

但我想,總之就像尋找逃生出口和滅火器一樣,
以後到了某個公共場所,就要額外多找 AED 的所在。

當然,下次在公共場所看見這台機器,
別忘了先認真閱讀一下使用方式,
看有沒有機會拿起來熟悉一下。
